Abstract: Military and civilian combination, combining military efforts with civilian support, military and civilian fusion, civil-military integration are national strategic- level policy. The common point of the four terms is to maximize the sharing of military and civilian resources, to promote the coordination development both economic construction and national defense construction. The difference of the four terms comes from different angles, which can be implemented under certain conditions, and is different developing stage and implementation ways from junior to senior.
