摘要:

未来全球安全环境更趋复杂。在以高质量发展推进中国式现代化的大背景下,作为安全内涵的两个方面——反恐与保卫,面临的挑战日益突出。安全意识形态能力、风险识别能力亟待提升。文章对“安全、安全防护、安全保卫”“保卫与反恐”“反恐防务与反恐兜底”等中文术语的概念和本质关系进行辨析,阐释其表征转化、表征变化和现实意义,以期夯实理论研究,在国家安全学学科框架下推动创建工业领域关键基础设施安全(反恐与保卫)学学科。

Abstract:

In the future, we will face a more complex An-Quan (counterterrorism and security) environment both internationally and domestically. In the context of promoting Chinese path to modernization with high-quality development, the challenges faced by counter-terrorism and security, as two aspects of An-Quan connotation, will become increasingly prominent. The ability of ideology, risk identification and response measures of the An-Quan (counterterrorism and security) need to be improved. In this paper, we differentiate and analyze the concept and essential relationship of the Chinese terms “An-Quan, An-Quan (safety), and An-Quan (security)”, “security and counterterrorism”, “counterterrorism(policing) and counterterrorism(fallback)”, and explain their traits transformation, traits change and practical significance. We hope this research could promote the establishment of the discipline of critical infrastructure An-Quan (counterterrorism and security) in the industrial field under the discipline framework of national security.
