摘要：
防洪减灾与水土保持工作在我国国民经济建设中具有重要地位。针对防洪减灾术语使用不规范、效能评估方法不统一等问题,通过文献研究和实地调查,系统梳理了防洪减灾领域常用术语,建立了规范化的术语体系。采用层次分析法和模糊综合评价方法,构建了水土保持效能评估指标体系,并选取典型区域进行实证分析。研究表明,术语标准化对提升防洪减灾工作效率具有显著促进作用,同时提出了完善水土保持效能评估的建议。

Abstract:
Flood prevention,disaster reduction,and soil and water conservation work hold an important position in China’s national economic development.Addressing issues such as non-standardized terminology in flood prevention and inconsistent effectiveness evaluation methods,this study systematically organized commonly used terminology in the field of flood prevention and disaster reduction through literature research and field investigations,establishing a standardized terminology system.Using the Analytic Hierarchy Process and fuzzy comprehensive evaluation method,an evaluation index system for soil and water conservation effectiveness was constructed,and empirical analysis was conducted in typical regions.Research shows that terminology standardization has a significant promoting effect on improving the efficiency of flood prevention and disaster reduction work.Recommendations for improving the evaluation of soil and water conservation effectiveness are also proposed.
