摘要:

文章通过文献研究追溯概念产生的背景发现,“数据资源”概念的产生并非只是由政策话语单一因素主导,大数据和人工智能算法技术的成功商用是这一概念产生的直接原因,同时从语言学的视角看,信息学与信息社会学的发展使得相近概念之间发生了语义上的借用现象,“信息资源”“资产”等概念对“数据资源”概念的形成产生了重要影响,最终在商业价值和政策价值的共同驱动下诞生了“数据资源”概念。2004年底,国家数据局从“价值”角度首次对这一概念做出定义并尝试以“市场化”为突破口,在汇聚各方的价值实践中将“数据资源”这一复杂、抽象的概念具象化,至此“数据资源”概念的发展进入价值实践的新阶段。

Abstract:

This article traces the background of the concept through literature research and finds that the emergence of the concept of “data resources” is not solely driven by policy discourse, and the successful commercialization of big data and artificial intelligence algorithm technology is the direct cause of its emergence. At the same time, from a linguistic perspective, the development of informatics and information sociology has led to semantic borrowing between similar concepts. Concepts such as “information resources” and “assets” have had an important impact on the formation of the concept of “data resources”. Ultimately driven by the joint drive of commercial value and policy value, the concept of “data resources” was born. At the end of 2004, the National Data Administration first defined this concept from the perspective of “value” and attempted to use “marketization” as a breakthrough point to concretize the complex and abstract concept of “data resources” by gathering value practices from all parties. Thus, the development of the concept of “data resources” entered a new stage of value practice.
